When did it become acceptable to pronounce to word "to" as "ta"?

eg. I wanted "ta" go there, but I didn't have time.

And, in some pseudo-official forum on the CBC, I recently heard the phrase "SNAFU" used as a legitimate description of some situation. Even in its more benign form, "Situation Normal, All Fouled Up," this is a far cry from formal speech.

I also don't like the word "orientate." I know it is in the dictionary, but it sounds so uncouth. I much prefer its equally acceptable, and much more eloquent version, "orient," even thought its multiple meaning may lead to confusion.
